Meet Our Leadership
President and CEO
Fred O’Brien is the President/Chief Executive Officer of Insignia Technology Services, a company founded in 2008, focused on providing information technology services and solutions.
Prior to Insignia, Fred gained significant leadership and management experience in the Army. Born and raised in Boston, Mass., Fred enlisted in the Army as an infantryman during his junior year of high school, was fortunate enough through Army benefits to attend the University of Massachusetts and enter active duty as an officer. After eight years serving as an Infantry Officer, Fred attended Naval Post Graduate School, earned a degree in Computer Science, followed by over 10 years of designing enterprise Army Information Systems.
Chief Operating Officer
Michael Nickerson serves as Insignia’s Chief Operating Officer.
Michael Nickerson is responsible for service delivery and business growth at Insignia. He works internally to meet our client commitments while building a people-focused performance culture. Working externally, he develops partnerships with clients, teammates, and vendors to drive long term value. Michael has more than 25 years of experience in the defense and federal contracting space serving in leadership, operational, technical, and business development roles. He has led projects and portfolios that span government consulting services, software development, and product design. His business development background includes prime level wins for Air Force, Navy, Joint Staff, Defense Intelligence Agency, Defense Logistics Agency, and commercial clients.
VP of Business Development
Sarah Abdow serves as Insignia’s Vice President of Business Development.
Sarah leads our company’s business development group and brings over 10 years of leadership experience across Federal healthcare and financial industries. Sarah is responsible for corporate initiatives centered around customer and vendor relationships, corporate growth, as well as business development. Sarah has extensive experience in the federal healthcare market. Most recently, Sarah was a Vice President at Cognosante MHV where she was responsible for pursuits in Defense Health Agency (DHA) and strategic relationships. Previously, Sarah was a Senior Associate at Booz Allen Hamilton where she managed the Civil Health business development team to include HHS and VA. Sarah grew up in McLean, VA and received a Bachelor of Science in Marketing from Miami University in Oxford, Ohio. Sarah has also received Master of Public Administration (MPA) degree from Northern Kentucky University, as well as an Master of Business Administration (MBA) from Marymount University.
VP of Operations | PMO Lead
Geff Garnhart serves as Insignia’s Vice President of Operations and leads our company’s Program Management Office.
Geff is responsible for customer and vendor relationships, organic growth, competency expansion, mentoring, and delivery excellence across our active programs and contracts. Geff has over 15 years of experience in program and project management, development and leadership of information systems creation and maintenance across commercial and government agencies. Leadership experience includes multiple years of delivery management, enterprise architecture, application development and maintenance tours across both Military Health and Veterans Affairs programs. Management expertise spans enterprise level program and project management, PMO set up and execution across both large and small companies. Geff grew up in Pittsburgh, PA and received a Bachelor of Science in Computer Science and minor in Psychology from Allegheny College in Meadville, PA.
VP of Contracts and Compliance
Clara Anderson serves as Insignia’s Vice President of Contracts and Compliance.
Clara is a seasoned executive bringing over 15 years of experience in contracts, procurement, compliance, pricing, finance and human resources. She has a proven track record leading daily contract administration operations, strategic pricing, and providing corporate wide policy, direction, training and oversight of contracts, supply chain and compliance matters. At Insignia, Clara provides leadership on all contractual and legal matters and is responsible for directing, administering, and coordinating company activities related to contract administration and negotiations, purchasing, pricing, financial analysis, quality and risk and employee relations. Clara is a Certified Professional Contracts Manager (CPCM) and Project Management Professional (PMP) and graduated from University of Maryland with a Masters of Science in Financial Management.
